Recent NCUA regulations have made IRR Policies and Programs a “must have”.

In this session, Mark Cough of Catalyst Strategic Solutions will review the requirements for drafting and developing your IRR Policy and the components of a sound IRR Program.

Mr. Cough will discuss how these key points that will affect your IRR decisions:

  • Learn how to identify best practices for the development of an IRR policy and the implementation of an IRR Program.
  • After January 2013, the SIRRT Ratio is no longer used to determine the need for a written interest rate risk policy and program. The need is now determined completely on asset size. 
    • > $50 million in assets, action is required
    • < $50 million in assets, action is not required
  • The ultimate goal is to learn to use IRR results and program to improve decision making.
  • As a bonus, the new liquidity regulations effective 3/31/2014, will be discussed briefly.

Meet the presenter:
Mark Cough is a senior asset/liability management analyst with Catalyst Strategic Solutions and specializes in ALM modeling, ALM analysis, risk assessment, and credit union profitability.

He performs analysis, provides consultative services and prepares quarterly risk analysis reports for credit union senior management. In addition, Mark maintains the internal ALPS model, develops new products and processes, and provides analysis on BancWare ALM5.Prior to joining Catalyst Strategic Solutions in September 2005, Mark was a senior strategic analyst for Countrywide Home Loans. Responsibilities included budgeting, reporting and developing strategic initiatives, as well as providing consulting services. He also developed advanced databases, created custom reports and analysis, and reported on financial trends.

Mark graduated with a bachelor’s degree in psychology from Baylor University and a master’s degree in business administration in finance from the University of North Texas.
